During the online presentation of the results of a series of analytical studies on modernization and system reforms in Kazakhstan, the expert presented the main directions of human capital development.
According to him, speaking about external factors of influence, two groups of global trends will influence the Kazakhstani human capital. The first group is the war for talents. The brain drain from developing countries will increase. The second group of trends concerns the transformation of skills. Literacy, physical labour and formal diplomas and degrees are less and less a guarantee of work and income.
"There is a rapidly growing demand for three groups of skills: technological skills - understanding of technologies, the ability to develop and implement innovations; social and emotional skills – entrepreneurship, leadership, initiative, communication; higher cognitive skills – creativity, critical thinking, complex information processing," said Anuar Buranbayev.
It should be noted that experts from IWEP, the Center for Research And Consulting (CRC), the "TALAP" Center for Applied Research, and a division of Whiteshield Partners in the Eurasia region participated in the study on the country's modernization.
Methodological support for the study was provided by well-known foreign analysts, including Erik Berglof - Chief Economist of the European Bank for Reconstruction and Development( EBRD), Pawel Wojciechowski – Director of Whiteshield Partners, former Finance Minister of Poland, Sergey Guriev - expert of Whiteshield Partners, former Chief Economist of the EBRD, Professor of the Paris School of Political Science (Sciences Po), Fadi Farra – co–founder, Director and Partner of Whiteshield Partners, senior lecturer at the Harvard School of Public Administration. Kennedy, Anthony O'Sullivan - Partner and Director of Whiteshield Partners, Professor at the Paris Institute of Political Studies (Grande école Sciences Po).
Kazakhstan experts Anuar Buranbayev (CRC), Rakhim Oshakbayev (Talap) and Kanysh Tuleushin (Whiteshield Partners) supervised separate blocks of the study.
The researchers put a special focus on the fact that the results of the work done are non-regulatory and are not an alternative to the state programs and development concepts being implemented.
The next step will be a public discussion, to which IWEP experts invite researchers, experts working both in Kazakhstan and abroad, Atameken NCE, trade unions and associations, social movements.
