Kazakhstanis are still focused on survival, not self-development-experts What reforms are needed for further modernization of Kazakhstan? Foreign and Kazakh experts tried to answer this question today. For six months, they have been monitoring the situation in the country, conducting research in various areas. The results were presented at an online conference organized by the Institute for World Economy And Politics.
Rakhim Oshakbayev, Director of the Center for Applied Research "Talap":
– We have analyzed and found about 6700 state functions in various territorial bodies, local mayor's offices, and ministries. And we have seen a huge number of legal acts that describe these various functions. There is a lot of duplication, contradictions, and incorrect statements. The creation of a single register of functions is proposed as a recommendation. It will not only organize them, but also eliminate duplication. In this case, the efficiency of government agencies will increase, experts believe. At the same time, human capital plays an important role in modernizing the country. However, Kazakhstan people are not yet ready to get new experience and knowledge. Experts say that the population is focused on survival, not on self-development.
Anuar Buranbayev, Partner of the Center for Research And Consulting:
– How does this affect the economy? Very low entrepreneurial activity. Our people do not want to be entrepreneurs. When a person has a choice: to become an entrepreneur, to be responsible for his or her life, to take it into his or her own hands and be free, or to go for a hired job, the majority chooses a hired job. Because it is a stable source of income, less responsibility for yourself and your life.
